original blind decorated red cloth, rebacked. 156-pages of text followed by the publisher's 12-page catalogue of publications. Frontispiece engraving. Inscribed on the front endpaper by Small "To Mr. J. Cutter Esq With the Respects of The Author W. F. S. Feb 1861." Cloth rubbed, tips worn. This is an ex-library copy with bookplate and usual library indicators, card pocket partially removed. With the library release stamp.

Civil War Union Army Officer. Served in the Civil War first as Colonel and commander of the 90-day enlistment regiment 26th Pennsylvania Volunteer Infantry. He was served as Colonel and commander of the 60th Pennsylvania Emergency Troops, which was a militia unit called up during the Confederate Invasion of Pennsylvania during the Gettysburg Campaign.
