Nowhere is the refugee problem more apparent than in the former Yugoslavia. On his five journeys to the area between August 1992 and September 1994, Christopher Merrill has witnessed firsthand the plight of the refugees [from the Balkan Wars] - men and women whose stories illustrate their urgent needs - and the international community's inability to meet those needs.
